In exercise of the powers conferred by clause (g) of sub-section (2) of section
25 of Andhra Pradesh Public Libraries Act, 1960 (Andhra Pradesh Act 8 of 1960),
the Government of Andhra Pradesh hereby makes the following rules for the recognition
of Library Associations and regulation of grants to such Associations.
2 The rules hereby made shall be deemed to have come into force from 1st April,
1. In these rules unless
the context otherwise requires:
(i) "Association" means the Library Association,
(ii) "Director" means the Director of Public Libraries. Andhra
The following shall be the conditions governing the recognition of any Library Association:-
(1) The Association shall be registered under the Societies
Act, 1860 or the A.P., (Telangana Area) Public Societies Registration
Act, 1350-F (Act I of 1350 F).
(2) The aims and objects of the Association shall be:
Promotion of Library Movement and
Improvement in Library Service in the State.
Promotion of Library Science Education
and the improvement, in the training of Librarians in the State.
(c) Improvement in the
status and conditions of Service of Librarians.
- Publications of bulletins, periodicals
books, etc., which will tend to the realisation of the objects of the Association.
- Holding meetings, Conferences and
- Encourage the formation of District
and Taluk Associations.
(q) Maintenance of liaison with Social and Cultural groups in
the interest of Library movement in the State.
(3) The constitution and the bye-laws of the Association shall be approved
by the Director of Public Libraries, Andhra Pradesh with or without modification
and shall among others', provide for all the following matters, namely:-
(a) The powers to be exercised in the matters of finance possession
of property, etc.
Subscription and other conditions
for becoming members of the Association.
- The privileges of the membership.
- Election of office bearers, by ballot
from among the members, their tenure of office and their powers and duties.
- Formation of executive committee,
District Branches, etc, and their powers and functions.
- The conduct of meetings of the Association,
the procedure to be followed in regard to the transaction of business at such meetings
and the quorum for such meetings.
- The Association shall submit such
reports and furnish such information to the Director or any person authorised by
him in this behalf, as the Director or the person authorised may, from time to time,
- The accounts of the Association or
of the institutions established by it shall be open to audit by the Departmental
Auditors or by any other agency, as may be authorised by the Director.
- Every year the annual accounts of
the Association, duly audited by an authorised agency, and the annual report shall
be submitted to the Director.
(1) Grants shall be sanctioned by the Government to the recognised Associations
or to the Institutions established by them subject to availability of funds.
(2)The grants shall be utilized for the purpose for which they are sanctioned and
the Association or Institution shall at its expense obtain from the agency authorised
to audit the accounts of the Association or Institution a certificate to this effect
and furnish it along with the audit report and the annual report.
(3)If the Government have reasons to believe that any of the conditions laid down
in rules 1 and 2 are not fulfilled by the Association or if any of its office bearers
disobey the provisions of the Andhra Pradesh Public Libraries Act, 1960 or
the rules made there under or abuse their position, the Government may call
on the Association to show cause against de-recognition of the Association and thdrawal
of aid, and after considering the replies received if any and after consulting the
Director, pass such orders as they may deem fit.

The following notification shall be published in the Andhra Pradesh Gazette:-
In exercise of the powers conferred by clause (g) of Sub-section (2) of Section
25 of the Andhra Pradesh Public Libraries Act, 1960 (Andhra Pradesh Act No. 8 of
1960), the Governor of Andhra Pradesh hereby makes the following amendments to the
Rules for the recognition of Library Associations and regulation of grants to them
issued in G. O. Ms. No. 1758, Education, dated the 16th September, 1970.
The amendments hereby made shall be deemed to have come into force on the 1st April,
In the said rules:
1. for Clause (i) of rule 1, the following clause shall be substituted,
"(i) Association means any Library Association or Academy or Institution
having for its object the promotion of Library movement".
2. In rule 2, —
(a) after sub clause (b) of clause (2), the following note shall be
inserted namely :-
"NOTE: - Recognition of an association under these rules shall not be taken
ipso facto as permission to start, organise or conduct any training programme, either
in service, or pre-service, or both, by the association. Application shall be made
specifically to the Government through the
Director, for grant of permission to start,
conduct, or organise any training programme, and it shall be left to the discretion
of the Government, to grant or reject such application. For the purpose of recognition
under these rules sub-clause (b) alone is not to be deemed as compulsory".
- Sub-clause (c) clause (2) shall
- for Sub-Clause (f) of clause (2), the following sub-clause
substitutes namely :-(f) it shall be the duty of the Andhra Pradesh Library Association
to form branches, one in the city of Hyderabad and one each in the districts with
Its headquarters where the Zilla Grandhalaya Samsthas, of the district concerned
has its headquarters;
(d) for sub-clause (e) of clause (3) the following sub-clause
(e) "Formation of Executive Committee and district branches in the case of
Andhra Pradesh Library Association as required in sub clause (f) of clause (2) and
their powers and functions".
(3) After rule 3, the following rule shall be added, namely :-
4. Special provision regarding Andhra Pradesh Library Association:
(1) The Andhra Pradesh Library Association referred to in Section 3 and 10 of the
Andhra Pradesh Public Libraries Act, 1960, and in rule 2 above shall mean the Andhra
Pradesh Grandhalaya Sangham with its headquarters at Vijayawada and branches in
the districts as it existed at the commencement of the Act, and registered as such,
for the purpose of the said sections.
. (2) The said Andhra Pradesh Library Association shall be deemed to have been recognised
as a Library Association under these rules and accordingly all the provisions of
these rules shall apply to the Andhra Pradesh Library Association".
