INTRODUCTION:

The office of the Registrar of Publications is constituted under the provisions of the Andhra Pradesh Press and Registration of Books Rules, 1960 framed under Section 20 of the Press and Registrar of Books Act, 1867 (Central Act) and implementing certain provisions of the Act with the help of District Magistrates in Andhra Pradesh and the Commissioner of Police,  Hyderabad.


The office of the Registrar of Publications is a single unit office at Hyderabad and does not have any sub-ordinate offices at district or regional level.  The Director of Public Libraries is the ex-officio Registrar of Publications.  This office comes under the administrative control of the School Education (SSA) Department in Secretariat, Government of Andhra Pradesh, Hyderabad.

OBJECTIVE:

 

The main objective of the office is to receive three copies of every book and two copies of every newspaper (periodical) printed in Andhra Pradesh for registration at free of cost under Section 9, 11-A and Rule 4 of the Act & Rules.

FUNCTIONS:

The Registrar of Publications is implementing the following functions with the help of district magistrates in Andhra Pradesh and the Commissioner of Police, Hyderabad as per the relevant provisions of the Act and Rules. 

  • Registration of Books received from the printers /authors/publishers.

  • Collection of book reviews from the newspapers (periodicals) received from the publishers for issue of notices.

  • Issue of notices and reminders to printers/publishers/authors of Andhra Pradesh for delivery of their books and periodicals for registration.

  • Out of the three copies of books received by this office  :One copy of the book is delivered to the Parliament Library, New Delhi;  Another one copy of the book is delivered to the State Central Library, Afzalgunj, Hyderabad – 12  and remaining one copy of the book is kept in the office Reference Library.

ACHIEVEMENT & STATISTICS: 

So far this office has received about 71,608 titles of books in Telugu, English, Hindi and Urdu since 1953 for registration.  Most of the books are in Telugu.

Notice to the authors/publishers/printers :

Under Section – 9 and Rule – 4 of the Press and Registration of Books Act, 1867 and Andhra Pradesh Press and Registration of Books Rules, 1960, every author / publisher / printer is required to deliver three copies of books printed and published by them in Andhra Pradesh free of expense to the Registrar of Publications, State Central Library Campus, Afzalgunj, Hyderabad – 500 012 within a month of its publication for registration.

Under Section – 11- A, every printer/publisher of every newspaper in Andhra Pradesh shall deliver free of expense two copies of each issue of such newspaper (periodical—daily, weekly, monthly) as soon as it is published to the Registrar of Publications.
